Governor General Julie Payette, representative of Queen Elizabeth II in Canada, resigned Thursday before a reportedly damning report of workplace harassment claims against her office was released.
The independent review was last July Ordered by the government when allegations of a « toxic » climate first surfaced in Rideau Hall – the official residence of the Governor General.
« I am committed to the integrity of my Viceroyship and the welfare of our country and our democratic institutions concluded that a new governor general should be appointed, « Payette said in a statement.
So she added, » I have submitted my resignation … (and) I have informed the Canadian Prime Minister of my decision . «
Current and former employees in the governor general’s office claimed that Payette had bullied employees, sc Horrified and publicly humiliated, some of whom had left their office in tears.
In addition to the harassment claims, Payette was publicly criticized for insisting on expensive renovations at Rideau Hall and then refusing to move in.
And she has often come into conflict with the Royal Canadian Mounted Police over tight security, including evading her security details to go jogging.
Her longtime friend Assunta Di Lorenzo, who had controversially appointed Payette as secretary to the governor general and who was also accused of mistreating employees, also gave up.
In the statement announcing both departures, Payette apologized for what she called « tension » at Rideau Hall over the past few months.
« Everyone has a right to a healthy and safe work environment at all times and in all circumstances, » she said.

Payette, a 57-year-old former astronaut, was Prime Minister Justin Trudeau’s 2017 representative for Queen Elizabeth II Commonwealth Land has been nominated for the largely ceremonial post.
Trudeau said her resignation provides « an opportunity for a new tour of Rideau Hall to address employee concerns during the workplace review. »
Payette’s replacement, he added, « will be made available to Queen Elizabeth II and announced in due course. »
The Chief Justice of Canada Richard Wagner will, according to protocol, assume the viceroy’s duties – including granting royal assent or the passing of laws under the law of parliament – until a new governor general is appointed.
